Arm bare bsp

This is a generic ARM BSP which was originally submitted along with the ARM port as an example.

WARNING: When submitted, this was the only ARM BSP. It was submitted by the organization doing the ARM port because they were using a highly proprietary board with a pre-release CPU. This BSP was an attempt to provide as much of an ARM BSP starting point as possible within those constraints. With the addition of multiple ARM BSPs for commercially available boards, this BSP is not as necessary as it was then.

REMOVED post the 4.6 release series.
